The River Foss barrier, which afforded York with over 30 years' protection, appears to have been raised, leaving resident home owners and businesses flooded. It is reported that the reason for raising the barrier was due to a risk of an electric failure. The barrier was built in 1987 after serious flooding in 1982 and is designed to stop York's two rivers, the Ouse and Foss, from converging.

If not, which evidence strongly indicates, then flood victims, being businesses and home owners, may be entitled to seek redress by way of monetary compensation or an apology, for those are who fortunate to be afforded with flood risk insurance, which I understand is scarcely offered."
