The evaluation system of Hainan's Tourism Development Index (TDI), is composed of five first level indicators and 13 second level indicators. It appraises the development of Hainan's tourism from five aspects, including tourism resources, tourism market, tourism service, growth potential and comprehensive environment.

According to the report, jointly compiled by the Hainan Provincial Tourism Development Commission, Chinese National Financial Information Center and Xinhua News Agency's Hainan Bureau, Hainan's TDI grew by 17.95 percent averagely each year from 2009 to reach 228.34 in 2014, showing that Hainan's tourism industry has steady growth momentum, great growth potential and strong resistance to global economic downturns.
