Lord Stevens said:
"First, foremost and most important, I again extend my heartfelt sympathies to the Finucane family. Twenty three years may have passed, but the pain hasn't lessened and our thoughts continue to be with them.
"The Stevens Inquiries were clear on the role that collusion, between loyalist paramilitary groups and British intelligence, played in the murders of innocent people in Northern Ireland - including Patrick Finucane - and resulted in arrests, convictions and sentencing.
"The De Silva Inquiry had access to material that the Stevens Inquiries did not and our initial review of the findings suggest that these further disclosures reinforce and confirm the findings of Stevens 1, 2 and 3, which were conducted painstakingly, over a 23 year period, in difficult and often hostile circumstances.
"I would like to pay tribute to Sir Desmond and his team for their diligence and commitment in producing independent validation of the work conducted by my teams."
